The Seventh Strategic Energy Plan, to be adopted by the Japanese Government in 2024, will define Japan's energy policy for the next five years. It is a crucial plan from the perspective of achieving a decarbonised society.
However, according to our analysis, there are several serious legal issues regarding the composition of the Advisory Committee and other consultative bodies working on the Plan.
This briefing sets forth legal arguments explaining why the Japanese Government has a legal obligation to reduce the proportion of members representing the interests of fossil fuel operators in the committees by increasing the participation of a wider range of stakeholders, such as consumers, youth and renewable energy producers.
